Ocean Medical was founded on the belief that in every field, there is a top 20%, a middle 60%, and a lower 20% of quality. We choose less quantity, remaining focused on the thin ribbon of top 20% talent.

Ocean Medical was originated by an individual who immersed himself in businesses strategies to study standards of consumer acceptance and expectation in business services. He then leveraged and developed innovative systems and methodologies designed to attract and engage high-performance, forward-thinking professionals.

​

That means serving fewer clients, who are driven by higher standards, expecting near-perfection, and consciously aware and appreciative of that difference.

Scott Bailey, Medical Device Recruiter and Senior Partner at Ocean Medical, learned the importance of identifying excellence in the executive search industry early on in his career.

​

Beginning in the early 1990’s, he immersed himself in the teachings of Rudy Schott (FPC) and Peter Leffkowitz (MCG), both icons in the executive search coaching field. Scott then began incorporating a methodology of separating extreme technical excellence from mediocre contribution within the same skill zone.

​

Since 1994, he has trained approximately 25 search recruiters, and served no less than 150 of the nation’s leading medical device startup organizations.

​

For over three decades, Scott has had the privilege of connecting visionary leaders with exceptional professionals in the medical device space. Since founding Ocean Medical in 2003, his mission has remained clear: to serve as a trusted partner to both hiring leaders and talented professionals navigating the complex world of R&D, Clinical, Regulatory, and Quality roles within innovative medical device startups.

His approach blends deep industry knowledge, strategic insight, and a relentless commitment to quality. He’s not here to fill jobs - he’s here to change outcomes. He has successfully executed hundreds of searches for roles spanning from Engineers and Associates to Directors and VPs, all within companies that are bringing cutting-edge Class II and III devices to market.

In 2023, he and his team put enormous effort into enhancing and upgrading internal processes and business practices to further improve the ability to identify the upper tenth percentile of high-performance players.
